Representative Mark Neuman speaks in opposition to an amendment to his House Bill 158 during floor debate Monday. HB 158 amends the governing statutes for the Knik Arm Bridge and Toll Authority (KABATA) to help ensure the state receives the best value when a project goes out to bid.
