Representative Neal Foster talks about plumbing and sewer conditions in the village of Hooper Bay during Tuesday's House Community & Regional Affairs Committee meeting. Foster says the community, located on the Bering Sea coast roughly 160 West of Bethel, is the second largest in his district (HD 39), yet some of the residents still have to haul water and use honey buckets. Foster, D-Nome, made his comments during the committee's discussion of House Bill 362, which would create the Alaska Water and Sewer Task Force within the legislature. The task force would determine how many Alaskan households don't have safe water and sewer systems, infrastructure needs and project timing, coordinate state-local-federal funding, and report back its findings to the legislature in 2013.
